    MINUTES OF MEETING OF THE BOARD OF DIRECTORS LAS VEGAS VALLET HATER DISTRICT Held August 16, 1950 at 3 P.M. at the offices of the Muiager, 135 Sox£h Fourth Street, Las Vegas, Clark County, Nevada A Special Meeting of the Board of Directors of the Las Vegas Valley Hater District was called at the order of the President at 3 P.M. August 16, 1950, at 135 South Fourth Strefct, Las Vegas, Nevada Directors Present: President Campbell Directors: Cashman Bunch Miller Underhill Absent: Directors Butterfield and Coulthard (out of tom) Manager and Chief Engineer Howard F. Clark was also present. The President called the special Meeting to order and informed the Directors that Mr. Beebee of the law firm of O’Melveny & Myers, bond counsel, of Los Angeles, was in town and that he would appear later for an audience before the Board. In sessioh, the Board considered the various phases of the work which the legal firm proposed to do for a fixed fee of l/5th of l£ of the bond issue total, and certain other work which would be dons and for which extra compen­sation would be charged, starting with a retainer fee of $1,000 for the extra work,explained in the following letter from the firm, dated August 8 ,1950. COPT OF LETTER RECEIVED FROM O’MEL VENT & MYERS Subject: LAS VEGAS VALLET HATER DISTRICT August 8, 1950 BONDS, 1950 In reply refer to B-200 Las Vegas Water District 135 South Fourth Street las Vegas, Nevada Attention: Mr. Thomas A. Campbell, President Gentlemen: This letter is written pursuant to a telephone request from your President, Mr. Thomas A. Campbell. You propose to issue bonds in the principal amount of some 5 or 6 millions of dollars — the exact sum to be fixed after engineer’s estimates are made and all of the necessary facts are before you. Ton are employing us for our customary services on such a bond issue. These services consist generally of the mowing: (1) Drafting of all reso­lutions, notices, bond forms, minutes and other papers required in tie bond proceedings, (2) supervision of bond proceedings including instruc­tions to officers of the District, to publishers of notices and to the printer of bonds, (3) examination of all steps in the proceedings as
