Guiton, Mark From: Morana, Joseph Sent: Tuesday, September 10, 2002 2:54 PM To: Urey, Richard; Guiton, Mark Cc: O'Donovan, Michael Subject: RE: Al Jazeera Documentary this article, suggesting possible terrorist interest in future nuclear facility attacks, could bolster our "Yucca" campaign in three (3) possible ways: (1) An idea from Lisa Gue (Public Citizen) yesterday re: an amendment to the energy and water approp bill to shift monies from Bush's proposed Nuclear Power 2010 program mandating the construction of new commercial reactors by 2010?the Admin's FY 2003 budget request of $46.5 million for nuclear energy technologies included $38.5 million for the Nuclear Power 2010 program-an astonishing 480% increase from FY 2002. The House Subcomm on Energy & Water Approps approved $41.5 million for nuclear energy technologies. The Senate Comm on Approps approved $48.5 million?$2 million more than requested. The full House & Senate will vote on the Approps Act in the fall, the amend would seek to shift these funds from what's essentially a subsidy for the nuclear industry to the National Nuclear Safety Agency and other efforts to better safeguard nuclear facilities and the transportation of nuclear materials and/or weapons, including to/from manufacturing/post-manufacturing posts/military bases/Yucca. We should touch based with Lisa Gue soon re: this strategy~(by the way, Rep. Markey has researched and found DOE's own language/public statements re: its insufficient funds to ensure safeguarding the aforementioned. A lot of this material can be used effectively if we choose this route.) (2) It could bolster MG's newest idea re: an amendment to require full-scall physical testing of the transportation casks. (3) It could be useful in keeping on the radar screen our concerns about the hazards of transporting high-level nuclear waste to Yucca.
