Lear Sir: Referring to the telegram which I sent you the other clay to the effect that X had seen Judge Thomas and placed an order for a two-inch meter; In thinking over the proposition X do not remember that Judge Thomas gave me any positive assurance that the County, or the School Board, would pay for the meter, and in my conversation with him I probably took it for granted that he was agreeable and would pay- this bill. The las Vegas Land & Water Company should lay the pipe to the block owned by the school board and one foot inside the property line, at which place the meter should be attached, and the School Board should pay for the meter and cost of making the connection. It is tip to them to lay whatever pipe they desire on the property after that. I have just seen the correspondence relative to the bills against Clark County for water furnished the public square, and am surprised that they should have refused to pay this bill.
