Johnson) Mr. Carson has undoubtedly siren you the results of the resent conference at Carson City with Chairman Allen of the Nevada Public service Commission with respect to water rates at Las Vegas. I intend to promptly file complaint in Court to set aside the Commission's Order of August 24, 1951 hut X desire to hold further conferences with Mr. Allen before pressing the complaint after we are in position to furnish him additional information concerning the capital cost of Railroad Company production facilities ant the operating expenses of the Water Company* I think it Is desirable to file a supplement to the Annual Report of the Railroad Com­pany each year commencing with the year ending December 31, iff© showing segregated information concerning the water production operations of the Railroad Company at Ins Vegas. I also think we should furnish to the Commission copies of such basic documents as may be necessary to verify the book costs of these facilities as of jDseember 31, 195©* X understand that the completion reports covering the various work: orders show dstalls of all expenditures eharged to capi­tal account. If these documents .are not too voluminous, X suggest that the Commission be furnished with photostatic copies thereof together with an explanatory statement showing in detail the capital additions which have been made each year. I believe the Commission would be satisfied with such Information as to capital expenditures made since 1931. The statement could be similar to that showing detail of improve­ments made between the years 1936 to 195© sent me with your letter of October 2f, 1951 and referred to as Item 2 on Page 2 of that letter.
