A djustm ents due c o n s u m e ^ w ill be made..when and only a fter all rules governing allow ances have been com plied w ith, and the b ill in question has been paid as rendered. Rule 7. U npaid service back-billing. W hen a con­sumer is found using w ater fo r w hich no bills have been issued, the Departm ent w ill install a m eter and render an average bill fo r a period o f tw elve months last past, or fo r as much o f the tw elve months as the consum er has been occupying or in possession o f the premises w ithout paying bills. Rule 8. B illing fo r tw o or m ore meters. F or the purpose o f m aking charges, all meters supplying a consum er’s premises w ill be considered separately, and the readings th ereof w ill not be com bined, ex­cept that where the Departm ent shall, fo r operating necessity, install, in place o f one meter, tw o or more meters, then the readings o f such tw o or more meters w ill be com bined fo r the purposes o f making charges.* In the case o f a m unicipality, w ater - district or other custom er operating as a public u tility purchas­ing w ater from the Departm ent fo r the purpose o f resale, the Departm ent m ay com bine the readings o f the several meters supplying such purchaser fo r the purpose o f m aking w ater charges, provided: (1 ) That the w ater delivered through the several meters to such purchaser is distributed and sold solely b y the said purchaser fo r municipal, dom estic and com m ercial purposes, w ithin the lim its o f a single m unicipality, or well-defined . community, through a single w ell-integrated system o f distribu­tion pipes. (2 ) Further, That the D epartm ent’s system is the sole source o f supply fo r the w ater distributed and sold through the distributing system involved, except in those em ergencies when w ater from the D epart­ment is not available. (3 ) Further, That the several service connections fo r w hich the m eter readings are to be consolidated are from the same main pipe line o f the W ater D epart­ment. (4 ) The services fo r which the meter readings are to be consolidated fo r any distribution system shall not, except to m eet operating necessities o f the D e­partment, be more than three in number, nor, fo r any installation, less than fou r inches, or equivalent in size. (5 ) The Departm ent in its discretion, m ay discon­tinue the consolidation o f meter readings o f any purchaser as perm itted under this rule, at any time, that in its judgm ent the foregoin g conditions are not being fu lly met. •Section of Rule 8 as adopted August 14, 1933.
