G R jFFIN John M , G riffin , Chief of Contributions In response to a question from Director Ryan, the.Manpger confirmed that M r. Buck of the State Retirement Board had advised the District that it wen not possible under the State system for employee* to have.dual coverage. Director Ryan advised that he thought M r. Buck was going on rules and regulations and not the Jaw, He explained that several years ago there was a similar probjem and legislation was introduced to al low the employees to be covered by bpth the State Retirement and Social Security. He could see no reason why District employees could not have dual coverage If, as a matter of choice, the employees wonted to pay to both systems. In response to a question from the President, Attorney McNamee advised that he had not studied the matter and could not give .an opinion. However, he agreed to review the matter and to report back to the Board at the next meeting. EMPLOYEES W O R K IN G C O N D IT IO N !? The Board considered the following memorandum from Manager Renshaw dated A p ril 28, l $59 relative to employees working conditions. T O : Board of Directors FR O M : W . C . Renshaw SU B JEC T: Employees Working Conditions The rules governing employees working conditions were established by the Board of Directors on September 10, 1954. They were rather general In character,, so that a certain, amount of interpretation has been necessary in their application and some questions have arisen which are not specifically covered. It is suggested, therefore, that they be reviewed at this time in order to clarify points in doubt and insure that the wishes of the Board are being complied w ith . When this has been done, it is proposed to prepare a complete set of rules for Board approval. V A C A T IO N S The rules relative to vacations are fairly complete. However, one change is recommended, namely, to express the time allowed In terms of working days instead of calendar days. The purpose is to.cover the. situation where a holiday occurs within the vacation period and give ell employees the same number of working days off.
