? ? RATES TO CONFORM WITH LONG AND SHORT HAUL RULE. 9. That where authorized rates contravene the Fourth Section of the Act to Regulate' Commerce, as amended, and it is considered desirable to correct such situation by reduction in the rates to or from intermediate points, the carrier involved shall consult with other lines which may be interested or involved in- the prospective change to - develdp to what extent the contemplate^ reduction will dff ect other rates. Such * complete information shall be submitted to the Committee, and if the Chairman and the Rate Committee approve the contemplated action, the change may be published without further preliminary. Where it may be intended to relieve a situation involving the Fourth Section of the Act to Regulate Commerce, as amended, by an advance in rates,, such subject shall be placed upon the docket for consideration in the usual way. Changes in rates made in conformity witl} the provisions of this rule shall take into consideration relationships that exist with such rates and those in eSect to and from other points' br territories not directly involved in the Fourth Section departure. That changes in tariffs involving a readjustment of charges for the transfer of freight between railway stations may be made without previous action through the Committee. GRAIN AND GRAIN PRODUCTS; CANCELLATION OF EXCESS TONNAGE. (W. T. L. FILE 40.) All transit tariffs covering rates on Grain and Grain Products to be amended by incorporating following provision therein: Carriers will require anaccounting of tonnage on hand and cancellation of excess freight bills annually, as of either June 30th or December 31st, and at such other times as may appear necessary to properly apply the lawful rates. ' Effective October 25, 1920, as announced in Rate Advice No. 3. RATES, ILLINOIS VERSUS INDIANA, TO ST. PAUL. (W. T. L. FILE 97.) -Attention of the meeting was 'sailed to report of the Standing Rate Committee in the matter of rates between St. Louis and Illinois points and La Crosse, W is,, Winona, St. Paul, Minneapolis, Minn., etc., addressed' to interested lines under date of May 20, 1920. The matter was referred to a Committee consisting of the, following lines for recommendation: C. & N. W. 111. Cent. , C. B. & Q. M. &St. L. C. G. W . Wabash. . C. R. I. & P. . The Special Committee referred to considered the matter, but failed to reaeh unanimous opinion in regard thereto, but it wasstated that those having the case in hand desire to utilize the recommendation of the Standing Rate Committee in-connection with the defense.
