this refers to our conversation of April 16 with regard to request by Mr. A1 Luke, General Manager of the Las Vegas Jockey Club, that he be permitted to remove top soil from Union Paolflc land situated within the boundaries of our water production field at Las Vegas• I called Mr. Luke this morning and informed him that Union Pacific Railroad was not agreeable to the removal of top soil from any part of our water production field— especially in view of the fact that this entire area was virtually under option to the Water District. I also told him that I was of the opinion that Union Pacific Railroad would not be agreeable to the removal of the top soil even though this property had not been covered by an agreement with the Water District. Mr. Luke indicated that he was very much disappointed and indicated that he would continue his efforts to convince the Railroad Company that it would be to their advantage— especially from a traffic standpoint as well as a community project— to permit removal of this top soil for the Improvement of a community project such as the race track. He indicated that he would attempt to have the Water District give their approval to the removal of this top soil, after which he would probably contact you and our traffic representatives In Los Angeles in regard to this matter. Incidentally, there has never been any mention of price to be charged for above mentioned top soil in the event its removal was % Laa Vegas - April 1?, 1953 Mr. Wm. Reinhardt - Los Angeles
