In the light of these cases, and particularly in view of possible condemnation by the City, I concur in your view that we should strongly urge the inclusion in the value of donated property in the rate base. It does not follow, however, that the exclusion of such donations from the rate base would prevent their inclusion in the value for condemnation purposes, it being well established that a number of elements enter into condemnation value which are not properly includable in a rate base. ¥.
