All records of the board shall be open to the Inspection of any elector during business hour#. On the first Monday in May next following their election., the board of directors shall meet sad organise, sad elect & president mad rice president, and appoint a secretary end treasurer, fhe appointees aforesaid shall file bonds, which shall bt approved by the board for the faithful performance of their duties. Any vacancies in the office of director shall be filled from the division la which the vacancy occurs by the remaining members of the board. In cases where a vacancy occurs in the office of director, and the remaining directors, at the next regular monthly meeting of the board of directors fol­lowing such vacancy, do not by a majority vote of such remaining director# appoint a successor to fill such a vacancy, then the president of the' board of director# shall fill such vacancy by appointment, and in the event of the vacancy ©ceuriag in the office of the director who i s president of the board, then the vice president shall fill the vacancy by appointment. A director appointed to fill a vacancy, as above provided, shall held M s office'Until the next biennial election, and until .his successor is elected and qualified. Sec. 9. fhe board of directors shall have power to manage and. conduct the business &nd affairs of the district, to make and execute all necessary contracts, to employ and appoint such agents, offleers, and employees, delegates to convention#, or other representatives in the interest of the district as may be required, and prescribe their duties and remuneration, and to establish bylaws, rules, and regulation* for the dis­tribution and use of water in-the district. Said bylaws, rules, and regulations shall be printed in convenient form for dis­tribution throughout the district. For the purpose of acquir­ing control over government lands within the district., and of complying with the provisions of an act of Congress of August 11, 1916, entitled *An act to promote reclamation of arid lands,* the board, shall have power to make such investigation, and base thereon such representations and assurance* to the secretary of the Interior as may be req­uisite. the- beard and its agents and employees shall have the right to enter upon any land to make survey#, and may locate the necessary irrigation and other works, and the line# of -any canal or canals, and the necessary branches for the same, on any lands which may be deemed best for such locBaoot.i on1.0.
