    THE EXCEPTION OF THE INITIAL STATEMENTS HAVING TO DO WITH THE POLITICAL SITUATION, ON WHICH I HAVE LITTLE INFORMATION, I DISAGBEE WITH ALL HE SAYS WHILE IT IS TBUE THAT THEBE IS NO IMMEDIATE EMEBGENCY IN THE WATEB SITUATION ALL OF THE DATA WE HAVE ACCUMULATED OVEB THE PAST TEN YEABS DUBING WHICH I HAVE BEEN FAMILIAB WITH THE OPERATION, AND THE DATA OF THE NEVADA STATE ENGINEEB WHO HAS ALSO WATCHED THE SITUATION CLOSELY, INDICATE THAT WE ABE PBODUCING WATEB MOBE BAPIDLY THAN THE RESERVOIB IS BEING BEPLENISHED. IT MUST ALSO BE BOBNE IN MIND THAT ANY ADDITIONAL WATEB TO BE OBTAINED FBOM THE PROPOSED PLAN WOULD NOT BE AVAILABLE FOB AT LEAST FOUR OB FIVE YEARS* 1HE STATEMENT THAT LESS WATEB WAS WITHDRAWN IN 1947 THAN IN 1946 HAS NO BEARING ON THE WATER SITUATION GENERALLY AS THE WITHDRAWALS WERE ENTIRELY A MATTER OF THE AMOUNT OF WATER CONSUMED* WE KNOW THAT THE POPULATION IN 947 WAS GREATER THAN IN 1946 AND CONSEQUENTLY THE REDUCED CONSUMPTION IN 1947 MUST HAVE BEEN A FACTOR OF REDUCED FEB CAPITA CONSUMPTION, PROBABLY DUE TO CLIMATIC CONDITIONS* IHLESS IT CAN BE SHOWN THAT UNION PACIFIC WOULBE DAMAGED BY COM- FLfTION OF THE WATEB DISTRICT, I AM OPPOSED TO OUB TAKING ANY POSITION IN THE MATTER AS IT IS MY OPINION THAT THE VALUE TO UNION PACIFIC OF A CONTINUING DEVELOPMENT IN THE AREA WOULD BE MUCH GREATER THAN THE REVENUE WE ARE PRESENTLY EARNING FROM THE WATER UTILITY, AND IN ANY CASE, EVEN IF IT SHOULD LATER BE FOUND NECESSARY OR ADVISABLE FOB US TO OPPOSE THE DEVELOPMENT OF THE WATER DISTRICT, I THINK THIS COULD BE ACCOMPLISHED WITHOUT OUR APPEARING TOO PROM­INENTLY IN THE MATTER.
