The Commission is inclined to believe this is true in many respects, however, it is also inclined to believe that the mains in certain parte of the City are wholly inadequate to provide sufficient pressure for the irrigation of lawn®. Due to insufficient pressure, customers not having time to irrigate lawns properly allow the water to run for indefinite periods of time, thus causing waste of water. The Company further contends that the Boulder Dam Syndi­cate which holds a certificate of public convenience and necessity from this Commission to render water service to Boulder Addition which addition is located near the property of Complainant, should render service to this property. The Company has mains located on Charleston Boulevard between Fifth and Sixth streets and between Fourth and Fifth streets on the Southeast Corner of Block 31, The shortest distance from these mains to Complainant's property is 750 feet. As the Das Yogas Land A later Company serves ninety-five (95$) per cent of the City of Las Vegas with water, the Commission cannot agree that the Boulder Dam Syndicate should furnish water to Complainant, The Company originally served Clark * s Las Vegas Town Site with water service under its certificate of public convenience and necessity. During the construction of Boulder Dam and subsequently thereto, mains were laid by the Company to other parts of the City or were laid by owners or promoters of sub-divisions. Where the Company laid the mains, water rates are collected under the rates of the water company-. Where the owners or promoters of sub-divisions laid the mains, water was purchased for the sub-divisions by the Company at wholesale rates and in turn sold at variable rates to consumers.
