and invalidity of any section, sentence, clause or part of this ordinance, in any one or more instances shall not affect or prejudice in any way the applicability and validity of this ordinance in any other instances• Section 10. That by reason of the fact that the streets of the City of Las Vegas are inadequate to meet the present and future needs of the City and its inhabitants and that it is necessary immediately to raise funds to improve said streets, therefore, it is hereby declared that an emergency exists, and that this ordinance is necessary for the immediate preservation of the public peace, health and safety. WHEREAS, the Board of City Commissioners of its own motion on March 28, 1951, determined to hold a public hearing on the question of a zone change of the NE¼ of the SE¼ of Section 28, T 20 S, R 61 E, MDB&M, also known as the Harper Tract, from an R-E (Residence Estates) to R-2 (Two-family residence) Zone, and WHEREAS, the notice for the holding of such public hearing was duly given as required by law, and WHEREAS, the said public hearing on the contemplated zone change was held at the Council Chambers in the City Hall on Stewart Avenue, corner of North Fifth Street, in the City of Las Vegas, Nevada, on the 18th day of April, 1951, and all persons who desired to be heard were heard at that time, and WHEREAS, at said public hearing it was determined that a committee should be appointed to further study the contemplated zone change, and report to the Board of City Commissioners thereon, and WHEREAS, a committee consisting of representatives from all interested parties was appointed by His Honor, Mayor E.W. Cragin, on the 18th day of April, 1951, and WHEREAS, the committee was composed of the following persons: Robb. E. Jones, J. David Hoggard, Rulon A. Earl, Maxwell Kelch, William Peccole, A.C. Grant, and Howard W.
