The East Bay Municipal Utility District supplies water in certain defined territory within its boundary lines in the cities of Oakland, Berkeley, Alameda, Richmond, El Cerrito, Albany, Emeryville, Piedmont and San Leandro, and in the county water districts and unincorporated territories forming a part of the District. Any person or organization whose premises are within the boundaries of the District and adjacent to a distributing main of adequate capacity and under proper pressure, may obtain water service by complying with the regulations set forth herein. Where an extension of the District's mains is necessary, or a substantial investment is required to provide service, the applicant will be informed as to the conditions under which such service will be established. An application will be required for each service desired. In addition, it will be necessary for the applicant to establish credit with the District in accordance with Section 5 hereof. All water supplied by the District to its customers will be measured by means of suitable water meters installed by the District. The cubic foot will be the unit of measure. The amounts to be paid for water service ' shall be in accordance with the rates established by the District. Where practicable, the meter will be placed in the area between the curb and the property line, but if this area is not available for such use, the meter will be placed on the consumer's premises at some mutually approved location.
