(SEAL) ORDINANCE NO. 463 AN ORDINANCE ESTABLISHING A REGIONAL PLANNING COMMISSION AND AUTHORIZING THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, CLARK COUNTY, NEVADA, TO COLLABORATE WITH THE GOVERNING BODIES OF INCORPORATED CITIES IN CLARK COUNTY, NEVADA, FOR THE CREATION OF A REGIONAL PLANNING COMMISSION, AND TO REPEAL ORDINANCE NO. 451 AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. The Board of Commissioners of the City of Las Vegas does ordain as follows: Section 1. There is hereby created a Regional Planning Commission pursuant to Section 5063.03, N.C.L., to consist of nine members, three members of which shall be appointed by the Mayor and Board of Commissioners of the City of Las Vegas, three members of which shall be appointed by the Board of County Commissioners of the County of Clark, and three members of which shall be appointed by the Mayor and Board of Commissioners of the City of North Las Vegas. Section 2. The term of office of each member of said Regional Planning Commission shall be six years or until his successor is appointed and qualifies, except that the respective terms of the members so appointed shall be one for a one year term; one for a two year term; one for a three year term; one for a four year term; one for a five year term; and four for six year terms. All appointments to fill vacancies shall be for the unexpired term. All vacancies occurring in the Regional Planning Commission shall be filled by appointment of the governing board which first made the appointment. No more than one-third (l/3) of the members of said Commission shall hold any other public office. Members may be removed after public hearing by a majority vote of the governing body for inefficiency, neglect of duty, or malfeasance of office. Section 3. The City of Las Vegas is hereby authorized independently or in collaboration with the other governing bodies of the County of Clark, and North Las Vegas, in their discretion, to appropriate the funds received by the City from general taxation or other source to appropriate money for the expenses of the Regional Planning Commission; and the City of Las Vegas shall, not be chargeable with any expenses incurred j by such Planning Commission except pursuant to such an appropriation. Section 4. The Regional Planning Commission shall elect annually a Chairman from its own members. It shall have power and authority to employ clerks, and a secretary, and to pay for their services and such other expenses as may be necessary and proper not exceeding all the annual appropriation that may be made by the County or municipalities for such Commission. The governing body creating the Commission shall by resolution provide what compensation, if any, each of such Commissioners shall receive for his services as such Commissioner.
