Commissioner Whipple moved the cash assessment district for the paving of North 10th Street between Linden and Mesquite Streets be approved. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Sharp, Whipple and His Honor voting aye; noes, none. City Attorney Howard W. Cannon arrived at the meeting. Discussion was held at this time on the contract with Ralph O. Dixson for the installation of sewer in Schedules B and C of the Sewer Improvement Program, and the impending lawsuit filed by Mr. Dixson against the City. Thereafter Commissioner Whipple moved the City Attorney be authorized to contact Mr. Newton E. Anderson, an attorney in Los Angeles who has had experience with bonding companies and ask his advice in this matter; further that Mr. Cannon be authorized to go to Los Angeles, if necessary, to confer with Mr. Anderson, with expenses to be paid by the City. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Sharp moved that Mr. Franklin Bills be hired as Planning Engineer.
