COUNTY OF CLARK ) _____Carl Woodbury , being first duly sworn, deposes and says: That he is auditor of the LAS VEGAS EVENING REVIEW-JOURNAL, a daily newspaper, of general circulation, printed and published at Las Vegas, in the County of Clark, State of Nevada, and that the attached was continuously published in said newspaper for a period of 2 days from March 27. 1950. to April 3, 1950, inclusive, being the issues of said newspaper for the following dates, to-wit: March 27: April 3. EMERGENCY ORDINANCE No. 409 AN ORDINANCE DECLARING THE DETERMINATION OF THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS TO MAKE CERTAIN IMPROVEMENTS IN THE CITY OF LAS VEGAS BY INSTALLING COMPLETE STREET LIGHTING FACILITIES WITH STEEL STANDARDS AND SINGLE OVERHEAD WIRE ON SERIES LIGHTING SYSTEM ALONG CERTAIN STREETS AND PORTIONS OF STREETS IN SAID CITY; PROVIDING THAT THE COST AND EXPENSE THEREOF SHALL BE PAID ENTIRELY BY SPECIAL ASSESSMENT UPON ALL THE LOTS IN­CLUDED WITHIN THE SPECIAL ASSESSMENT DISTRICT HEREBY ESTABLISHED ACCORDING TO FRONTAGE: AND OTHER MATTERS RE­LATING THERETO. The Board of Commissioners of the City of Las Vegas do ordain as follows: Section 1. The Board of Commissioners of the City of Las Vegas hereby declares its determination to make the following improvements in the City of Las Vegas, in accordance with the plats, diagrams , and estimates of costs on file in the office of the City Clerk of the City of Las Vegas: To install complete street lighting facilities with steel standards and single overhead wire on series lighting system in, over, and along South Main Street from the intersection of 5th Street and Main Street to the intersection of Carson Street and Main Street. Section 2. The cost and expense of making the improvements described in Section 1 of this Ordinance shall be paid by special assessment to be made according to the frontage against the owners and upon the taxable lots and premises embraced within the special assessment district hereby created and composed of all the taxable lots and premises situate on South Main Street from the intersection of 5th Street and Main Street to the intersec- tion of Carson Street and Main Street, said district to be designated and known as "Special Assessment District Section 3. The City Clerk of the City of Las Vegas shall keep the plats, diagrams and estimates of costs, on file in her office for public inspection, and the Clerk of the Board of Commissioners of the City of Las Vegas shall give notice thereof and of the proposed improvements, of the location thereof, and of the district to be assessed by publication for two weeks, that is to say, once a week for two successive weeks, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas, by posting notices of the same in at least three public places in each ward, and also by posting a notice in or near the Postoffice of the City, and posting notices in three public places near the site of the proposed improvements. The notices shall also state the time when the Board of Commissioners of the City of Las Vegas will meet and consider any suggestions and objections that may be made by parties in interest to the proposed improvements. Section 4. This Ordinance is declared and passed as an emergency ordinance, and shall take effect immedi­ately after its passage and publication. Section 5. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this Ordinance No. 409 to be published once a week for two successive weeks immediately following its final reading and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas.
