ORDINANCE NO. 68l AN ORDINANCE PROVIDING FOR THE REMOVAL OF MEMBERS OF APPOINTIVE BOARDS IN THE CITY OF LAS VEGAS FOR NEGLECT OF DUTY; DEFINING NEGLECT OF DUTY; PROVIDING FOR THE RECORDING OF MINUTES OF BOARD ACTIONS; PROVIDING FOR FILLING OF VACANCIES; AND OTHER MATTERS PROPERLY RELATED THERETO. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. Any appointive member of an administrative board within the City of Las Vegas, established by ordinance adopted by the Board of Commissioners who shall fail to attend three consecutive meetings of the respective board of which he is a member shall be deemed in neglect of duty and such failure to attend meetings without being excused therefrom by the chairman shall constitute prima facie evidence of neglect of duty. In the event the chairman of any such board shall fail to attend three consecutive meetings without first having been excused by the City Manager such failure to attend shall constitute prima facie evidence of neglect of duty. SECTION 2. Upon failure of any member to attend three consecutive meetings without excuse, the Board of Commissioners shall notify such member to appear and show cause at the next regular meeting of the Board of Commissioners as to why he should not be removed from office; and after hearing thereof the Board shall determine whether such member has in fact been guilty of neglect of duty and in such event the member shall be removed and the Board of Commissioners shall appoint a member to any such board on which a vacancy occurs as herein provided and such new member shall serve for the remainder of the term thereof being vacant. SECTION 3. The actions of administrative boards of the City of Las Vegas shall be recorded in minute form by a secretary of such board. Such secretary shall be appointed by the City Manager for the purpose of recording the minutes of the said board and shall file the minutes of the meetings with the City Clerk within(10) ten days after such meeting. SECTION 4. All ordinances or parts of ordinances in conflict herewith are hereby expressly repealed. SECTION 5. This ordinance shall be in full force and effect upon its publication as in the next section provided, and final passage. SECTION 6. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its first reading and adoption in the Las Vegas Sun, a daily newspaper published in the City of Las Vegas.
