    rate of compensation therefor} provided, that nothing in this act herein contained shall be construed to interfere with the systems of metering water employed in any town, city, or village of this state as currently established upon the effective date of this act} provided, that nothing in this section shall pro­hibit the installation or use of water meters in connection with the wholesale delivery or sale of water by any public utility or the Installation or us® of test water meters for the purpose of checking the consumption of water of any user or users of water} provided further, that nothing in the Immediate foregoing proviso shall apply to cities and towns owning and operating municipal water works. The commission may, in Its discretion, purchase such materials, apparatus and standard measuring Instruments for such examination and tests as it may deem necessary, The com­mission shall have the right and power to enter upon any premises occupied by any public utility for the purpose of making the exam­ination and tests provided for In this act and set up and use on such premises any necessary apparatus and appliances and occupy reasonable apace therefor. Any public utility refusing to allow such examination to be made as herein provided shall be subject to the penalties prescribed in section 11 of this aot. The public service commission of Nevada is authorized and directed to prescribe the standards for the maintenance, use and operation of electric poles, wires, cables and appliances of all public utilities within the state engaged in the business of furnishing electric power, light and energy, SEC, 2, This aot shall become effective and operative from and after its passage and approval.
