Commissioner Fountain asked if the Department of Public Works had a man capable of doing this work. Mr. Sauer advised that they have men capable of doing it but they cannot be spared because of the present work load; and that the need is for a man who can go out and do the actual field work and estimated that his salary would run about $2,000.00 of the $3,000.00 requested. Commissioner Fountain moved that the Project Order Request for Street Classification in the estimated amount of $3,000.00 be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. SOUTHERN NEVADA AQUATIC City Manager Kennedy presented a letter dated January 20, 1959 received from Moe Miller, CLUB Chairman of the Board of Southern Nevada Aquatic Club requesting use of the City Pool with Request for use of proper clearance through the Department of Recreation, scheduling to be so maintained so Swimming Pools as not to interfere with the regular pool schedule or the "Learn to Swim" program. The object of this club is to promote competitive swimming among teenage children by hiring a qualified swimming coach to further train interested swimmers who have passed the stage of learning to swim and who desire to participate in swimming meets locally and in adjoining areas. Commissioner Fountain asked how many members of the club anticipated to have and Mr. Moe Miller spoke from the audience stating there would be approximately thirty or forty, and they wished to interfere in no way with other scheduled activities of the pool. The Commission was of the opinion that this club's program would be an asset to the community. GENERAL FUND BALANCE City Manager Kennedy reported that the General Fund Balance as of January 15, 1959 was $632,157.48; the gross payroll, $104,371.53. There was $5,134.05 paid out of the Special Assessment Fund. There were no refunds. SICK LEAVE EXTENSION City Manager Kennedy explained to the Board that Mrs. McKinster has been operated on and Reba McKinster, has used all her sick leave and overtime. She is now working on a half-day schedule but Librarian it is still necessary for her to check back with the hospital and doctor for certain treatments. He further stated that she has never abused her sick leave privileges and Approved requested that she be given a 30-day extension of sick leave. Commissioner Fountain moved that a 30-day extension of sick leave for Reba McKinster be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. PURCHASE REQUISITION City Manager Kennedy requested authorization for Purchase Requisition No. 3672 for 1740 cu. Wells Cargo Inc. yds. Type II gravel in the amount of $2,001.00 to Wells Cargo Inc., Box 430, Las Vegas, Nevada, Type II Gravel to be delivered to various locations as directed by the City of Las Vegas at $1.15 per cu. yd. This is under the increment program approved by the Board of City Commissioners. Approved Commissioner Bunker moved that Purchase Requisition No. 3672 to Wells Cargo Inc., Box 430, Las Vegas, Nevada, for 1740 cu. yds. Type II gravel in the amount of $2,001.00 be approved. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. ORDINANCE NO. 781 An Ordinance entitled: AN ORDINANCE ANNEXING TO, AND MAKING A PART OF THE CITY OF LAS VEGAS, Annexation CERTAIN SPECIFICALLY DESCRIBED TERRITORY ADJOINING AND CONTIGUOUS TO THE CORPORATE LIMITS OF (A-1-58 Winchester THE CITY OF LAS VEGAS; DECLARING SAID TERRITORY AND INHABITANTS TO BE ANNEXED THERETO AND Township) SUBJECT TO ALL LAWS AND ORDINANCES; ORDERING A PLAT SHOWING SAID TERRITORY TO BE RECORDED IN THE OFFICE OF THE COUNTY RECORDER OF THE COUNTY OF CLARK, STATE OF NEVADA; AND PROVIDING OTHER Approved MATTERS PROPERLY RELATED THERETO, having been reported on favorably by Commissioners Bunker and Fountain, committee for recommendation, was read in full to the Board. Commissioner Bunker moved the above entitled Ordinance No. 781 be adopted. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. PROPOSED ORDINANCE An Ordinance entitled: AN ORDINANCE TO AMEND SECTION 1, OF ORDINANCE NO. 751 DEALING WITH Tavern Zone Ordinance THE SALE OF INTOXICATING LIQUORS BY PROVIDING THE LOCATION WHERE TAVERNS MAY BE MAINTAINED; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS PROPERLY Referred to Committee RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commissioners Fountain and Sharp for recommendation. PLANNING COMMISSION Commissioner Bunker moved that the Resignation of William A. Borin from the Planning William A. Borin Commission Board be accepted and that Vincent H. Garth be appointed to complete his term Resignation Accepted of office which is to expire August 17, 1961. Vincent H. Garth Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Appointed Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. PROPOSED ORDINANCE Commissioner Whipple, member of committee for recommendation on the proposed Coupon Book Coupon Book Ordinance Ordinance, requested additional time before reporting due to the absence of Commissioner Sharp, the other member of the committee for recommendation on this proposed ordinance. Continued RELOCATION OF HOUSING The Commission again considered the request for authorization to move a Housing Authority AUTHORITY BUILDING Building on to City Property located west of the railroad tracks; the building to be brought up to code and made available for the use of the Salvation Army as their Shelter. (Note: Continued from earlier in meeting) Bud Swanson introduced Sr. Major Harold L. Nadeau, Officer in Charge of the Salvation Army, who explained that this shelter has been maintained at the old Welfare Administration Building Salvation Army Shelter behind the City Shops and that last year they received notice that they would have to vacate this location just as soon as possible due to the fact that the proposed freeway would be coming through there. The Major explained that they house some twenty to thirty a night and serve between 800 to 1300 meals a week at the Shelter, and there is no question that it is an asset to the City of Las Vegas as it would be a problem to the Police Department to care for these people. 1-21-59
