(COPY) Los Angeles, August 29, 1952 30-11 Mr. W.R. Rouse: Referring to your letter of August 27th, your file 2130, requesting my views on the proposal of the Las Vegas Valley Water District dated August 25, 1952, to purchase the water properties at Las Vegas: Initially I will state that I prepared a letter for Mr. Reinhardt’s signature acknowledging receipt of the proposal and stating it would be given further consideration, also stating that it would probably require some clarification. Referring now specifically to the lettered paragraphs of the proposal, paragraphs (a) and (b) refer to the acquisition of land "and the appurtenances thereunto belonging" and to the acquisition of water rights. Under those circumstances these paragraphs (a) and (b) will need some modification. I say this advising you that the District does not, to my best knowledge, know of this proposed transfer of this appro-priation. _ * „":- ||||p|| - With reference to lettered paragraphs (c) C / y t K and (d), they are all right as they stand, but Mr. 4 * S Reinhardt and I have been working this week on a draft of a contract to provide, in substance, for the early removal of power lines and certain minor pipe lines !^l/ V from property not acquired by the District and further / providing for the removal by the Union Pacific or the District under the terms provided in the proposed agreement of the two main transmission lines which bisect some four sections of our property. I am going out to Las Vegas next week to discuss this proposed agreement with Mr. McNamee, attorney for the District. With respect to lettered paragraph (e), the paragraph is not in accord with our early negotiations. All of our negotiations have been based on figures prepared by engineers of the District and this company as the facilities exist as of May 1, 1952, and at no time in those negotiations has the date September 1, 1952, been mentioned. We are endeavoring to ascertain the amount
