    SPEED LIMIT INCREASES Commissioner Fountain moved the following legal speed limits be increased as recommended by the Traffic and Parking Commission: Approved Main Street - Raise to 30 m.p.h. from North City Limits to Las Vegas Boulevard South. Charleston Boulevard - Raise to 35 m.p.h. from Upland Boulevard to Nellis Boulevard. Decatur Boulevard - Raise to 35 m.p.h. from Charleston Boulevard to Vegas Drive. Bonanza Road - Raise to 35 m.p.h. from Tonopah Highway to Nellis Boulevard. North 25th Street - Raise to 35 m.p.h. from Charleston Boulevard to Owens Avenue. Rancho Road - Raise to 35 m.p.h. from Charleston Boulevard to Bonanza Road. Tonopah Highway - Raise to 35 m.p.h. from Bonanza Road to Vegas Drive. Las Vegas Boulevard South - Raise to 30 m.p.h. from Main Street to San Francisco Avenue. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND SECTION 1 AND SECTION 4 OF ORDINANCE Vehicle and Traffic NO. 756 RELATING TO THE REGULATION AND CONTROL OF VEHICLES AND TRAFFIC BY PROVIDING A BASIC SPEED LAW AND PRIMA FACIE SPEED LIMIT; ESTABLISHING A PRIMA FACIE SPEED Referred to Committee LIMIT IN EXCESS OF 25 MILES PER HOUR ON CERTAIN STREETS IN THE CITY OF LAS VEGAS; ESTABLISHING CERTAIN PRESUMPTIONS IN PROSECUTIONS FOR DRIVING A MOTOR VEHICLE WHILE INTOXICATED OR UNDER THE INFLUENCE OF INTOXICATING LIQUORS; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commissioners Whipple and Fountain, committee for recommendation. ONE-HOUR PARKING The Commission considered the recommendation of the Traffic and Parking Commission South 2nd and Wyoming for the installation of a one-hour parking zone on both sides of South 2nd Street between Oakey Boulevard and Wyoming, and along the south curb line of Wyoming between Approved South 2nd Street and Las Vegas Boulevard. This was requested by all three of the property owners involved. Commissioner Sharp moved the installation of a one-hour parking zone on both sides of South 2nd Street between Oakey Boulevard and Wyoming, and along the south curb line of Wyoming between South 2nd Street and Las Vegas Boulevard be approved. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. NO PARKING ZONE Commissioner Whipple moved the installation of a no parking zone along the west curb Las Vegas Blvd. North line of Las Vegas Boulevard North from Fremont Street to the alley between Fremont and Ogden Streets be approved as recommended by the Traffic and Parking Commission. Approved (This action would permit an additional lane to be used by the right-hand turn traffic entering Fremont Street.) Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. VARIANCE V-7-59 The Commission considered the application of Nick Komer for a variance to construct Nick Komer a building to within 5 feet of the rear property line of property located at 1121 South 3rd Street between Charleston and 4th Place, legally described as Lot 8, Block Approved 21, Boulder Addition, in an R-4 zone. This application was previously referred to the Traffic and Parking Commission for review of the proposed parking. The Traffic and Parking Commission recommended denial of the off-street parking plan as originally submitted; however, indicated approval of the new plot plan. Approval was recommended by the Board of Zoning Adjustment subject to the conformance to the amended plot plan. There were two protests received by the Board of Zoning Adjustment. Planning Director Bills stated the amended plan reduced the units from 6 to 4. Commissioner Sharp moved the application of Nick Komer for a variance to construct a building to within 5 feet of the rear property line of property located at 1121 South 3rd Street between Charleston and 4th Place, legally described as Lot 8, Block 21, Boulder Addition, in an R-4 zone be approved as recommended by the Board of Zoning Adjustment subject to conformance to the amended Plot Plan. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. Absent: Commissioner Elwell. USE PERMIT U-14-59 Commissioner Sharp moved the application of Richard Tam to construct a service station Richard Tam on property generally located on the north side of San Francisco Street between Fairfield and Tam Drive, legally described as the SE¼, SE¼, SW¼, SE¼, Section 4, Approved T 21 S, R 61 E, M.D.B. & M. in a C-1 zone, be approved subject to the following conditions as recommended by the Board of Zoning Adjustment: 1. Conformance to the plot plan as amended. 2. Conformance to the Fire Code and the recommendations of the Fire Department. 3. Conformance to set back ordinance. 4. The signing of an improvement agreement and filing of a bond sufficient in amount to cover the costs of improvements as recommended by the Engineering Department. Motion seconded by Commissioner Whipple and carried by the following vote: 8-5-59
