SUBJECTS LAS VEGAS LAND AND WATER COMPANY Los Angeles - June 15» 1950 MEMORANDUM SO. 3 To Mr* E.E. Bennett From: Mr* / Sf cc: Mr. I'm* Reinhardt Mr. E.C. Renwick Mr. W.H. Johnsonv Mr. W.H. Hulsiser v/ Mr. R.L. Bertolacci There is attached hereto a draft of my report on the above subject. This is submitted in accordance with the understanding reached when Mr. Hulsiser was out here, that a draft would be made available to management for comment and suggestions before typing in final form. Some parts of the draft are in rather rough form but it is not believed necessary to retype until suggestions are available. A fairly high increase in rates is suggested, about las,GOG or 37.3$. This picks a somewhat middle course and makes possible adjustments by those in authority. Much time could be spent on the rates theme Ives. It is my view that as long as flat rates are the only means available, especially for commercial services, there will always be irregularities, discriminatory practices and unreasonable differences between rates as applied to different users of the service. In some matters, such as rate of return, no attempt was made to support the 6selected. That can be done at the hearing* I think when the report is put in final form, with covers, its appearance will be greatly improved* It is planned to discontinue Mr. Bertolacci*s services as of June 15th unless other instructions are received. I trust you will find the report reasonably well to your liking and that it will be satisfactory for your purpose.
