per month; that the classifications of captain, lieutenant and juvenile officer be retained as now exists; that all titles be frozen while present employees remain with the department; and that salary raises not be automatic but must be recommended by department heads to the Civil Service Board for approval. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. SALARY CLASSIFICATION Commissioner Whipple moved that new salary classifications be approved as effects all other city employees with the exception that employees now receiving less than the minimum be frozen at their present salary until regular annual or semi-annual time for salary review; also that no salary increases be granted and no new titles created without the approval of the Board of Commissioners. Anyone now receiving above the adopted salary schedule should be reduced to the maximum under their classification. If the City Manager feels that any exceptions should be made, such recommendations should be made to the Board for action. All salary increases and decreases to comply with the new classification schedule should be made effective March 1, 1950. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. APPOINTMENT OF JAIL Commissioner Whipple moved that Dr. Joseph M. George be appointed Jail Physician for a PHYSICIAN ninety day period at a salary of $175.00 per month. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Whipple and His Honor voting aye; noes, none. Commissioner Peccole passed his vote. Absent: Commissioner Moore. REQUEST FOR FUNDS Commissioner Peccole moved that Fire Chief Harold Case be allowed $150.00 for expenses Fire Chief to go to San Francisco for discussion with the Board of Fire Underwriters. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. RECREATION DEPARTMENT Commissioner Bunker moved that the present Recreation Director of the City of Las Vegas be terminated March 15, 1950 and no replacement be made until May 1, 1950 at which time the maximum salary be fixed at $300.00 per month; that the position of Assistant Director of the Westside Recreation Center be abolished immediately, that the Janitor at the Wild­cat Lair be terminated or be placed as .Janitor at the Westside Recreation Center and the Library, that the. position of Craft Instructor be abolished immediately, and the present janitors in the Westside Recreation Center and the Library be terminated effective March 1, 1950. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. STREET DEPARTMENT Commissioner Bunker moved that the position in the Street Department and now held by M. E. Leavitt be abolished and that Mr. Leavitt be transferred to the Building Inspection Department to assist Mr. Morling and that Mr. Leavitt also assume the inspection duties now carried on by Mr. Russell Smith. No reduction in salary is to be made, unless Mr. Leavitt is receiving a higher salary than Mr. Morling. Mr. Hugh McAllister is to be placed in charge of the Street Department under the direct supervision of the City Engineer as provided for in the City Charter, that a reduction be made in the personnel of the Street Department by terminating the following men: Ford Gilbert, Bob Gibson and J. D, Leavitt, and that the position of Inspector; in the Engineering Department, namely Russell W. Smith, be abolished effective March 1, 1950. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. POLICE DEPARTMENT Commissioner Peccole moved that George Thompson be returned to the Police Department to active duty and that the City Manager prepare to terminate four police department employees effective March 1, 1950. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. HUSBAND & WIFE EMPLOYEES Commissioner Bunker moved that the City Manager be instructed that no one will be em­ployed by the City whose husband or wife is presently employed by the City and those who fall in this category be replaced by March 15, 1950. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. CONSTRUCTION Commissioner Peccole moved that the title of Construction Superintendent be abolished and SUPERINTENDENT that the present employee be transferred to another position. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore.
