    401 South Second Street Las Vegas, Nevada May 4, 1951 W 18-1-12-A Mr. Howard W. Cannon, City Attorney City Hall Las Vegas, Nevada Attn: Mr. Ralston O. Hawkins City Attorney Dear Mr. Cannon: Referring to your letter of April 17, concerning the mosquito nuisance in the vicinity of the Stewart School and north of the Naval Barracks. We have investigated this situation and find the condition complained of is within the parcel of land formerly owned by the Stewart family. Deed conveying the Ranch to the Las Vegas Land and Water Company reserved to the Stewarts the 4 acre parcel of land together with 4 miner's inches of water to be delivered to the parcel for irrigation purposes. I am advised the land and water rights were recently sold by the surviving heir who new resides in Utah and I believe the name and address of the present owners can be obtained from the County Recorders office. Under the terms of the deed, we are obligated to deliver the water to the parcel of land but the use of such water is under the control of the property owner.
