9(o) Defense Housing Projects. Water main extensions to or in defense housing projects will be constructed, owned and maintained by the Company under special contract only when the entire cost of such extension is advanced to the Company. The amount advanced will be re- ^ — ... funded without interest to the party making the advance if and when, within______ months from the installation of the said water mains, there shall have been completed and ready for occupancy residences upon all of the lots within the housing project or portion thereof served by said mains. A defense housing projeot within the meaning of this rule shall be a housing project approved as such by the Federal Housing Administration. This rule shall become effective January ____, 1942, and shall remain in effect only during the present national emergency and shall not be deemed to affect or modify contracts heretofore entered into by the Company which may be contrary to the provisions of this rule. {
