Auth,25371 1 Incl, S.M, Me Cowan, Supt,Fort Moj aye School, Arizona, Sirs- I am in receipt of your better of 28th.ultimo, inclosing a census of the Hualpi Indians,and asking for instructions in regard to issuing subsistence to them. I inclose a copy of a voucher to Abstract "D",which will show you how to prepare yours. You will observe that the head, of each family must receipt for the family allowance.This does not mean the head of a group of twenty or thirty persons, but only the actual members of the household,as wife,children, &c,,of the head - see section 345 of Regulations. A good sup­ply, of blanks for this purpose will be forwarded to you to-day in a separate package. In regard to the quantity to be issued weekly to each person,you must use judgment and discretion,of course you are not allowed to exceed the established ration,but this is to be reduced whenever practicable,and as the entire amount availa- OFFICE OF INDIAN AFFAIRS, if Washington, February 13,1891.
