For periods during which meters were out o f order or where the readings indicated that the meter was not re cording properly, we have, except in the instance o f the Clark Street meter during Rovember, estimated the consumption, and such estimates are indicated by H#®. is my .understanding -that you, w ill estimate the production and consumption fo r months fo r which figures are not available.
