FIRE H Y D R A N T RATE - C IT Y O F LAS V E G A S The Board considered the following memorandum from Manager Renshaw dated Navemtier 18, 1959 which had been put over from the last meeting. T O : Board of Directors FR O M : t W . C . Renshaw SU B JEC T: Fire Hydrant Rate for C ity of Las Vegas Pursuant to your instructions of September 1, 1959, a review has been made of the rate charged the C ity of Las Vegas for water service to fire hydrants attached to the District system. The results, discussed below, indicate that the present charge of $70 per month should be increased. A study is also being mode of the charge to the County for fire hydrants along the Strip and in the town of Whitney but, since it cannot be completed until certain data is received from the County Engineer, it w ill be the subject of a separate memorandum. The subject of charges for water service to fire hydrants has been discussed at great length for many years and numerous methods proposed for arriving, at proper amount. In general, the object of such charges is to collect all or part of the cost of the service ? on the, basis of assessed valuation of property, rather than the quantity of water used, the theory being that this w ill provide a distribution of costs iqore nearly .in accordance with the benefits received, in the past, the preponderance of informed opinion seems to have supported this theory, but there have been some suggestions recently that perhaps an equitable distribution can be obtained without any separate charge through proper design of water rate schedules. A c tu a lly , for a variety of reasons, there are many cities in which no charge against tax funds is made for service to fire hydrants, includ­ing a number served by private companies. O f the 293 cities for which data is given in the 1955 American Water Works Association Survey of Operating Data of Water Works, 136 or 46 per cent were in this ^category.
