% - 1 - The water service t o r the community as a whole Is now w l l policed and no dissatisfaction is known to exist# The attached statement yields comparative data with respect to population, water revenue and service connections* The population in January 1941, which was before the in flu x, ie estimated at 3700, in June 1942 i t reached an estimated 19,000 which probably represents ths psak. The inersass of 10.300 is equivalent to 118$. Comparing the water revenues fo r these same months discloses an increase o f 64$, There were 380 additional service connections - an increase of 26$, Water revenue fo r the f i r s t h a lf o f 1942 shows a 26.6$ increase ever a lik e period fo r the year 1941 and fo r the entire year 1942 the increase Is estimated at 36$» The month by month increase in revenue fo r six months c f 1942 over the corresponding months of 1941 ris e s sharply beginning with hay. January,February and March are cash approximately 16$, A p ril raised to *7.8$j May to 43,8$ and June to 81,4$. ?art of the increase in May and continuing Into June, is due to approximately 1300,00 additional monthly revenue resulting from the on-tbe-ground check o f outlets made by accountants In April fo r which the increases were mads effective as of May 1. July 1942 should show a corresponding increase over July 1941 and over June 1942 duo to the further extension o f outlets to new houses completed since June. August and subsequent months fa r the year 1942 should also show substantial increases over previous months. The sals o f water being on a f la t rate basis, the increase In revenues with relatio n to population Is somewhat delayed. This may extend over a period of from 46 to 90 days contingent on completion o f additional housing and in stallatio n of now outlets. In contrast water sales on a metered basis would more closely follow the increase in population because o f greater consumption through existin g outlets during the construetion period o f additional housing, * In conclusion, i t appears that ths consumption of water at has Vegas which i s sold on a f l a t rats basis is under such clroumstancss in a satisfactory condition. A close check should be maintained o f new structures and additional water-using f a c i l i tie s , and Mr. Bracken has this in mind. Enel, co-Mr. Frank Strong Hr.W.R.
