    6553 Sunset Bl'vd Los Angeles Calif. Sept. 10th '17 Mr Arthur Maguire Chf. En'gr L.A.&.S.L.R.R. Los Angeles Calif. Dear Sir:- Referring to your letter of Aug 15th-File 6l3,headed"Repair of Leaks,Las Vegas Pipe Line",I would state that to date I have dug out and opened up about 80 places in the pipe line where it appeared to leak,not all of these proved to be leaks however. Your Inspector,Mr Rossler,has observed what has been done,and your Engineer,Mr Webster has gone over the work and noted conditions. Mr Rossler has not given me an opinion as to what caused the leaks,but Mr Webster stated that his observations had convinced him that I had followed the specifications in constructing the line as closely as it was possible under existing conditions,and should not be blamed for its failure to hold water under pressure. Now whether it was settlement due to wet ditch and soft concrete base,or contraction of plaster collar due to the excessive heat of the past summer,I an con- vinced personally that I am not responsible for the leaks. To-day you have given me instructions to attempt the repair of the leaks from the inside by cutting the line and entering it,and I shall carry out those instructions to the best of my ability,but I wish to go on record that I shall expect your Company to pay me what I have already expended in leak repair and what I shall expend in the future,plus 10% for outside expenses incidental to my overseeing the work,as I am very much disappointed that the pipe line did not prove a success and will gladly give my time in the effort to repair it satisfactorily. Enclosed please find statement of amount expended to Sept 1st. May I call your attention to the fact that my final estimate on the pipe line work,as well as bill for extra work, which were sent you Aug 5th,have not been vouchered? Very truly yours
