Dear Sir: Referring to your letter to me of July 16th on the above subject, and returning file: This file has reference to proposed agreement with the, Gity of Nephi for water for railroad purposes, and it is contemplated that the agreement shall run for a period of ten years. It is my understanding that an agreement of this kind running for more than two years must be approved by the Board of Directors or the Finance Committee. If my understanding is correct do you think that the nature of this agreement justifies having it run for such a term of years as to require it to be submitted to the Board of Directors or the Finance Committee?
