Miller, President of the Las Vegas Valley Mater District, has requested a meeting between the Directors of the District and representatives of the Las V1e0gtaoos Land and Water Company and a meeting has been set for A.M. January 4th In Los Angeles, either in Mr. Reinhardts offloe or mine. For your information, I enclose copy of letter dated November 20, 1948 from Mr. Reinhardt to Mr. Miller detailing results of a meeting held in Las Vegas November 24th. X would appreciate it if you would arrange, to attend the meeting in Los Angeles on January 4th and prior thereto, make an analytical study of the act creating this district, being Chapter 167 of the 1947 Statutes of Nevada. Among matters to be discussed and with which you should be familiar with, would be the question of whether the present district has any way of raising money to conduct the survey and to finance a special election for the purpose of authorizing the issuance of bonds. This survey, I am advised, will probably cost some 026,000 and will have to be undertaken and completed before any definite steps can be taken to call an election and determine the amount of bonds necessary to finance the district. After you have made up your mind with respect to the authority of the Board of Directors under the existing law, and also possibly have determined the need for additional legislation at the coming session of the legislature, X wish you would go over the matter with the attorney for the district. X don't know who is supposed to handle their legal matters but you can undoubtedly obtain that information. After you have done this, X wish you would write me a report of your ooncluslons and the results of your discussion with the attorney for the district in order that X may be familiar with it prior to the meeting. In your study of the law, you should, of course, also give consideration to all the points raised by Mr. Reinhardt in his letter to Mr. Miller above referred to. E. E. Bennett Eno EEB:AF
