    M r . Robert A l l e n O e to b e r 1 4 , 19 52 that some of the parties expressed apprehension that the Water Company might attempt t© collect back charges for several years. It is the proposal of the company that it waive any outstanding charges for service which accrued prior to January 1, 1952, and that it collect during the period January 1, 1952, to December 1, 1952, rates which are not in excess of those shown in the enclosed Tariff Sheets. T© accomplish this it will be necessary for the Commission to authorise the waiver of all outstand­ing charges prior to January 1, 1952, and all charges in excess of those shown on the enclosed sheets during the period January 1, 1952, to December 1, 1952. May I suggest for your consideration the following Findings to be included in the opinion of the Commission and the following provisions to be Included in the Order in this case which I believe will accomplish the program which I am proposing to you in this letter? FINDINGS TO BE INCLUDED IN COMMISSION'S OPINION, CASE No. 1221 "(1) The Commission finds that the rates set forth in Rate No, 21 on Cooling Water for Air Conditioning, Refrigeration, Ice Miking and other similar equipment set forth in First Revised Sheet PSCN No. 3 and Original Sheet PSCN No, 3-A effective December 1, 1952, are and for the future will be reasonable. (2) That during the period January 1, 1952, to and including November 30, 1952, the rates got forth in Rate No. 21 on Cooling Water for Refrigeration Machine, on Original Sheet PSCN No. 3 effective September 1, 1952, and Original Sheet PSCN No. 3 effective September 1, 1951, were unreasonable to the extent that saidv rates exceeded the rates hereinabove found reasonable for application on and subsequent to December 1, 1952.
