The Senate orientation will be next Tuesday from 4-6 p.m. in the MSU Ballroom. The Senate committee will be redone at the second Senate meeting of the new session, the non-Senate committee will remain the same. The election for the Pro-Tempore will be held in the first meeting of the new session. SENATOR ANDERSON enters at 6:36p.m. The Senate now sits at 17 members present. V. BOARD AND COMMITTEE REPORTS A. Director reports 1. Entertainment and Programming-SENATE PRESIDENT LAXAGUE for Director Castillo-The pep rally for Homecoming will be held on October 25 from 11:00 a.m. to 12:45 p.m. There will be Extreme games, a cart parade and the street party will be that Friday night from 7:00 - 9:45 p.m. The tailgate will be on Saturday in the usual place from 11:00 a.m. - 12:50 p.m. 2. O.S.I.—STUDENT BODY VICE PRESIDENT MILLS for Director Hamilton-Directory storage has gone well. The Homecoming flyers are out on campus. 3. Organizations Board-STUDENT BODY VICE PRESIDENT MILLS for Director Bonghi-The ticketing for the basketball games will be done the same as the football distribution was conducted. 4. Nevada Student Affairs-Meet the Candidates night event was a success, but the attendance was poor. The open forum with Candidate Ensign drew a large number of students. There will be early voting all day tomorrow in the MSU. Financial aid still needs a Senator for their committee. 5. Student Services—He is still working on hooking up the computer some time this week. Will be attending a meeting on Wednesday to discuss Career Fair. 6. Elections Board—Still looking for bids. Has received good feedback for future elections. The refunds are still being worked on. B. Senate Committee Reports SENATOR AGUERO-Bylaws-The committee met. Several Bylaws were approved and will be on the agenda next week. Thanked the Senators not on the committee for attending the meetings and giving input. SENATOR FLEISCHMAN questioned why the Bylaw she submitted was the only one that did not pass Bylaws. SENATOR AGUERO replied that they were completed in order of submission, and hers was the last one submitted to the docket. SENATOR FLEISCHMAN-Campus Safety and Awareness—Commented on the continuing work on ths^p shuttle signs, and signs to be posted on Valerie Pida Plaza. "*"• SENATOR TRUJILLO-Library has not met yet this semester. SENATOR FLEISCHMAN-there will be a new chair in her Dean Search Committee for the Library. C. Faculty Senate Committee Reports r o SENATOR FISK—Curriculum met last Friday. !U_n-5 SENATE MINUTES 26-33 / OCTOBER 21, 1996 D. Business Manager Report No business manager at present. SENATOR FLEISCHMAN formally objected to former Business Manager Karla Kirk being a member on the committee searching for the new Business Manager. E. CSUN—Residence Hall Liaison Report RHA has approved two (2) new additional cable channels for the dorm cable system. They are looking into creating an RHA channel. Took 8 out of 9 awards at the convention. Their delegations are ready for the upcoming conference. They are holding a trick or treat night for he children of the faculty and staff of UNLV. VI. PUBLIC COMMENT [in accordance with N.R.S. 241.020 (2)(c)(3)] Ben Campbell introduced himself to the Senate. He is the Senator elect for Student Development. Steve Amend introduced himself to the Senate. He s the Senator elect for the College of Business,. Matt Stark introduced himself to the Senate. He is the Senator elect for the College of Liberal Arts. Joey Song introduced himself to the Senate. He is the Senator elect for the College of Business. Michelle Lee Briggs introduced herself to the Senate. She is the Senator elect for the College of Science. Dominick Ricciardi addressed the Senate regarding a funding request that will be on next week's agenda, and answered questions from the Senate.. Action Item: Introduction/discussion of forming an ad hoc committee consisting of no less than five (5) and no more than nine (9) CSUN members, three of which shall be Senators, to formulate a strategy to produce a yearly epilogue, as submitted by SENATOR LIDEROS and SENATOR ATHERLEY. Motion to approve made by SENATOR MARTH, seconded by SENATOR LOPEZ. SENATE PRESIDENT LAXAGUE informed the Senate that they would be approving a concept of a formation of a committee. Discussion ensued regarding waiting for the formation of the committee until the new Senate session takes place, as well as the merits of making it a standing committee rather than an ad hoc committee, or even a board within CSUN. Move into a vote on the main motion. Motion passes 15-0-3. SENATORS SOLOMON, BRUCE, FLEISCHMAN abstained. B. Action Item: Introduction/discussion/approval of expending an amount not to exceed $1,500.00 for Homecoming T-shirts, to be encumbered out of the CSUN 2702 (GenAcct) for an OSI expense; * Motion to approve made by SENATOR MOORE, seconded by SENATOR ROELL. Discussion ensued regarding the cost and distribution of the tee-shirts, whether this is additional money to be approved; this is separate from the money previously approved for Homecoming. STUDENT BODY VICE PRESIDENT MILLS informed the Senate that Campus Community and Development will be going SENATE MINUTES 26-33 / OCTOBER 21, 1996 in for half of the money with CSUN, and CSUN will be making money back on the tee-shirts. Discussion ensued regarding the lack of support for making money back on the money that students give to CSUN in the first place. Move into a vote on the main motion. Motion passes 11-5-2. Executive Board has approved the chairs for the tr: "'o 7J, President's Council Committee, they will introduce themselves to the Senate soon. The recent problems with the receptionists is going to be handled as a student issue to be handled by the Conduct Committee of the University. He needs volunteers to help with the pep rally when Mrs. Clinton comes to speak on campus on Thursday, see him if you are interested, it should be a great learning experience, he is looking forward to having the honor of introducing the First Lady. SENATOR LOPEZ takes personal privilege at 7:28 p.m. SENATOR LOPEZ returns at 7:29 p.m. STUDENT BODY VICE PRESIDENT MILLS-The Reno trip was a success. Encouraged the Senate to participate in the Homecoming events. SENATE PRESIDENT LAXAGUE—Looking forward to Homecoming and the banquet, some faculty will be stopping by the banquet. Expressed his disappointment with the lack of communication with the Student Government at the University of Nevada, Reno. Expressed concern that the Senate is becoming too timid about their decision making., Encouraged the Senators to speak their minds and stand by their votes and positions. Reminded the Senate that it should be kept in mind that the discussions and decisions made in the Senate are always business, not personal. X. GOOD OF THE SENATE SENATOR MOORE—Congratulated the new Justice. Encouraged the Senate to attend the Executive Board meetings. 5 SENATE MINUTES 26-33 / OCTOBER 21, 1996 SENATOR FLEISCHMAN-Hopes that the Senate does not decide the Pro-Tempore at the first meeting, but rather follows Bylaw 4. Commented that she has school obligations also, but attendance to class should be the only excuse not to attend meetings and events. Disappointed that her Bylaw submission was the only one that did not make it out of Bylaws committee, is suspicious of that circumstance. Disappointed in how the vote went last week regarding the Chief Justice position. Reminded the Senate that what goes on in the Senate meetings matters there and only there, it is not personal. Suggested that the Senate require only one (1) committee per Senator. Expressed displeasure at the state of the Business Manager position, and s upset about the trouble that the Senate is having with the former Business Manager. Is against selling tee-shirts to the student that were paid for with their money, and them making a profit on it. Encouraged the Senate to help the E&P Board publicize the hockey tickets well. She will not be attending the banquet, will instead be at the Rebel Variety Show. Feels it would be a good idea for the Senators to get tee-shirts or sweatshirts with CSUN on them to advertise Senate. Feels that having nametags for the Senators to wear on a specific day each week and at Senate occasions would be a good SENATOR PERSCH-Complimented the shuttle committee, the program is running much better. Congratulated the new Justice. Happy to see so many Senator elects attending the meetings before their session begins. She is glad a resolution is being worked on for the situation with the receptionists. SENATOR MARTH-Congratulated the new Justice. Will have an agenda funding item next week for the Association of Pre-Health Professionals. SENATOR FISK-See attached typewritten speech submitted by SENATOR FISK. SENATOR PEREZ-Likes the idea of CSUN shirts. Resents the accusations made against the Bylaws CCOT 5 committee by people who did not attend one meeting during the semester to view how the docket was handled. SENATOR ROELL—Parking tickets on campus are a problem with his constituents. SENATOR ANDERSON—Abstained on the Chief Justice vote because she felt that she could not choos< between the two qualified applicants. Encouraged the Senator elects to talk with the returning Senators. coming Senators. SENATOR LOPEZ—Meet the Candidates was a great event. The yearbook is a good idea, some research should be conducted on campus first to see if it would be well received by the student body. Shuttle program still needs improvement. SENATOR LIDEROS—Thanked the senate for discussion the idea of the yearbook. Feels the leadership is good in the Senate, but Senators must still take the initiative to do and find out things on their own rather than expect everyone to help them all of the time. SENATOR ZUREK-Likes the idea of CSUN shirts. SENATOR ATHERLEY—Likes the idea of polling the campus retarding the yearbook. Is proud of what the Bylaws committee accomplished, they did a great job. Commended chair Aguero for doing a great job. He is outraged at the implications made against the committee, they did the best they could. SENATOR TRUJILLO~Is proud to be a Rebel, win or lose. Encouraged the Senator elects to seek out information on their own, to take initiative and advantage of this opportunity. Bylaws id not compromise any ethics, they proceeded well. SENATOR AGUERO appreciates the positive comments made about the Bylaws committee, and stands by the procedure the Committee took. SENATOR PRICE-Thanked the Senator elects for attending the meeting. Encouraged the Senate to attend the Homecoming events. CSUN shirts are a good idea, but the Senators should pay out of their own pockets for them. Suggested placing an ad in the Rebel Yell for people that are interested in working on the yearbook. Feels that Bylaws did a great job, and is sorry if anyone is disappointed in their end results. SENATE PRESIDENT r*o tcnn —O October 21, 1996 First of all, I would like to comment on the parking situation in the north lot. Parking for the handicapped has been cut in half, and those with disabilities are having to park a large distance away from the buildings. The parking lot is also unsafe, because there are constantly drivers running through at very high speeds. I think that a forum on parking is necessary to alleviate some of the frustration that students face concerning parking on campus. I would like to congratulate Director Valera for his work on the candidates night, I was in attendance, and I felt extremely lucky to get a chance to met the people who will be running our government. As I have stated before, many people never get the opportunity to actually meet the people that they cast their ballot for, this was really a great experience. Since moving to Las Vegas, I have had the opportunity to see Senator Dole, and meet Mrs. Dole. For those of you who don't like the Dole's, Hillary Clinton will be speaking tomorrow at a forum on campus. This has really been an excellent opportunity, those who have not attended these meetings and forums, really missed out. I attended my first Faculty Senate committee meeting last Friday, and I feel that I really must clarify my remarks concerning the Faculty Senate that I made last week. I was told that the chair had attempted to call me three times over the course of two weeks to make me aware of the meeting that I was to attend on October 11, was cancelled, and rescheduled for October 18. Since I do not know whether the communication problem was the fault of the Faculty Senate, or of CSUN, I feel that I should retract my statement of unhappiness concerning communication between the Faculty Senate, and the Student Senate. Finally, 1 must say that being able to serve the students of my college for these last two months has been a great honor, and a real learning experience, but I feel compelled to make a couple of statements concerning some of my concerns and problems that I have faced since my appointment, in the hopes that they are resolved, and do not become problems for future senators. I am pleased to hear that there will be a new senator orientation, to acquaint the new senators with writing bills and making motions, two actions that to this day, I do not know how to do, but there is also a second component that I feel must go along with this training, and that includes some improvement in the CSUN office, in particular, the attitudes and actions of two specific people. New senators need to feel comfortable asking questions in our office, and need to feel welcome. Just this morning, I took a screwdriver, and personally took down the photo of my predecssor. After two months, and one update of the board, her picture still remained on the board. That does not say "Hey, we're happy that you're here." I personally had my Constitution thrown at me, that is not leadership. New senators shown feel "at home" in our office. The directors have always been a great source of help, and the Executive Branch and the Senate President have also been very helpful, and shouild not be considered part of this problem. Last week, a statement was made that although, we may have made a mistake concerning the appointment of a chief justice for the judicial council, that we should not go back and try to "fix" the mistake, but ignore it, let it pass, and hopefully never do it again in the furture. In my opinion, that idea is deeply flawed. This body should not be willing to knowingly, let any action that is against the rules and bylaws of the Senate, stand. We are not here to "rubber stamp" whatever is popular, we are here to uphold the rules and do what is right. What is right, and what is popular are frequently not the same thing. Refusing to admit and correct an oversight or mistake, damages the integrity of this body. If we continually refuse to look at possible mistakes and/or infractions, our actions and words will soon become nullified, and student government will become a mockery. As pertains to my abstention last week, I wish to state that I had a very good reason to abstain on the issue of the chief justice, which I will not go into. I do wish to say, however, that I have never tried to "hide" behind an abstention. As a senator, I have always tried to make my views known, and to reinforce my views with my vote. On issues that are of great importance to the students of our colleges, like the Senate banquet or the Greg Louganis contract, when possible, we owe it to our constituents to voice a definite "yes" or "no" vote. Those that send us here deserve to know our opinions and viewpoints, and should see them reflected in our voting patterns. I have always tried to vote with my heart, and not with public opinion. Finally, I also had hoped that Sen. Fleischman's bill would have made it out of the Bylaws committee for a vote. It would have been interesting to see how the vote would have turned out, but I guess that it was not meant to be. Thanks for listening to me, and thanks for the time.
