    RECOMMENDATIONS RELATIVE TO CERTAIN SERVICE RULES MAIN EXTENSIONS FOR SUBDIVIDERS I» All mains, including connections between the nearest main of adequate size and the subdivision boundary, to be installed by the subdivider at his e x p e n s e . Main sizes and p l a n B and s p e c i f i c a t i o n s to be subject to the approval of the District and the work to be done to the satisfaction of the District. At present, Company will make the installation and charge the subdivider the actual cost plus ten percent, the ten percent being intended to cover the cost of engineering etc. However, in most cases the subdivider can get the work done at leas cost by handling it himself. Providing for the subdivider to do it in every caae relieves the District of the necessity of being prepared to do work which may or may not materialize. 2, Service connections for each lot to be run from the main to a point back of the curb line by the subdivider at hia expense, and in accordance with District standards. Connection from the point back of the curb line to the premises to be made by the customer. The regular service connection charge to be waived. At present, Company makes all service connections. However, the logical time to make them is while the main is being laid and the trench is open, and the work can be coordinated better if done by the contractor installing the main. With the sub­divider installing them, the' District will be relieved of a fluctuating work load without putting any additional financial burden on the subdivider. Terminating service connections at a point back of the curb line instead of at the property line is intended to facilitate future metering. For convenience in reading, the meter is usually placed just back of the curb. Considerable confusion is avoided if the customer is responsible for everything beyond the meter, since any trouble occurring is clearly on one side or the other of the division point. 5. Title to all mains, service connections, and appurtenances to be conveyed to the District, the District to assume responsibility for future maintenance and replacement. 4, No part of the cost to be refunded. At present the Company refunds 55 percent of the revenue from the connected services for a period of ten years, or until the cost has been refunded. Elimination of refunds is recommended because the required capital would have to be produced from water rates, which will be high already. A good case can be presented either for or against refunds. Generally speaking, in this part of the country, private companies make refunds while publicly owned utilities do not.
