All such contracts shall be assigned to the District as of the sale date,and the District shall assume all obligations and liabilities accruing thereunder for work performed subsequent to said sale date. (b) The actual cost of labor and material and other amounts expended by any of you during the period, September 1, 1952, to and including the sale date, for additions and betterments to the said water production and water distribution facilities constructed by you with your own forces. (c ) The amount expended by Las Vegas Land and Water Company during the period,September 1, 1952, to and including the sale date, for additions and betterments to its distribution system above mentioned constructed by others under contracts made pursuant to Rule 9 of the said Rules and Regulations of the Las Vegas Land and Water Company and conveyed by said others to Las Vegas Land and Water Company,
