Mr. Walter R. Bracken: Los Angeles, October 14, 1942 7334 I have your letter of the 8th submitting comparative statement of water consumption for September. In view of the Increased population, it is difficult to understand the very material decrease in water consumption as compared with a year ego, notwithstanding our campaign for water conservation. On the theory that there may have been something wrong with meter readings a year ago, I believe it would be well to continue this statement until we reach a comparison that will reflect the readings after meters were reconditioned.
