Hulsizer: With further reference to proposed application to Nevada Public Service Commission for Increase in water rates, Las Vegass During Informal conference, Mr. Allard of thb ? Nevada Public Service Commission Indicated to Messrs. Bennett, Henwlok and Wehe that the Commission, among other things, would exclude from rate base the value of pipe lines and facilities donated to the Water Company* It is my recollection that: 1 - During the War, there were instances where Subdividers did not receive complete refund of costs incurred by them in the construction of pipe lines pursuant to Rule 9-0 ; 2 - In some instances, contracts with subdividers for refund pursuant to Rule 9-A expired before complete refund made; 3 - Pipe lines were donated to the Water Company for nominal consideration, or for delinquent water bills, in which the appraised value of the pipe lines were capitalized at amounts in excess of the contract consideration; 4 - Straight donations were made by subdividers v or others• Will you please advise the amounts included in Invest ment Account as of December 31, 1949, covering such items.
