    PROPOSED ORDINANCE - Commissioners Moore and Whipple asked for additional time before reporting Bicycles on the proposed ordinance on the licensing and regulation of bicycles until the second regular meeting of the Board in December, 1950. REQUEST TO ATTEND Commissioner Whipple moved the request of Walter J. Richards, Municipal Judge CONTENTION for $400.00 to attend a Traffic Court Conference in Chicago, October 23 to 27, Municipal Judge 1950 be denied due to the fact that provision was not made in the budget for this expense. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, Commissioner Moore. REQUEST TO LEASE CITY Commissioner Moore moved the request of J.G. Leland under date of September PROPERTY - Denied 25, 1950 to negotiate with the City to lease property located in Section 17, T 21 S., ,R 61 E for the Gene Raid Drilling Inc., be denied. Motion seconded by Commissioner Peccole and Carried by the following vote : Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. MASTER PLAN FOR STREETS Commissioner Bunker moved that the street pattern, as recommended by the 6th to 9th Streets from Regional Planning Commission in that section of the City located between Franklin to Oakey Blvd. the easterly line of 6th Street and the easterly line of 9th Street and between Franklin Street and Oakey Boulevard be approved. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Moore passed his vote. MASTER PLAN FOR STREETS - Commissioner Bunker moved the tentative street plan of the property commonly Zaugg Tract known as the Zaugg Tract, as recommended by the Regional Planning Commission in their letter under date of October 10, 1950 be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Whipple and His Honor voting aye; noes, none. Commissioner Peccole passed his vote. STREET DANCES - Request At this time Harry Mangrum, student of the Las Vegas High School appeared before for Change of Time the Board requesting that the "Street Dances" sponsored by the local casino operators on Fridays be held after 10:00 P.M. Mr. Mangrum stated that this request was made because the attendance at football games on Friday nights had decreased. He was assured by the Board that either the time or the days these dances were held would be changed. LOCATION OF SUBSTATION - Commissioner Moore moved the recommendation of the Regional Planning Commission Southern Nevada Power Co. dated October 10, 1950 that the request of the Southern Nevada Power Company be granted permission to establish a substation on 25th Street opposite Disposal Plant No. 2, be approved. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. GAMING LICENSE - Boulder Commissioner Whipple moved that pursuant to notification from the Boulder Club Club that Mr. Sam Bass and Mr. Richard Sheridan have financial interest in the Race Horse Book, that the Police Department be requested to make an in­vestigation and recommendation on Mr. Sheridan CANCELLATION OF UNCOLLECTABLE Commissioner Peccole moved the following uncollectable invoices in Accounts INVOICES Receivable in the total amount of $9,385.98 be cancelled; that Invoice No. 2263 to the City of North Las Vegas in the amount of $1671.25 and the labor and equipment items on Invoice Nos. 1354- and 1395 in the total amount of $97.31 to the Las Vegas Wranglers Ball Club be referred to the City Manager: Invoice Nos. 2897, 2043, 1352, 1359, 1390, 1453, 1756, 1462, 1395, 1354, 1501, 1502, 1504, 1506,1507, 1508, 1510, 1511, 1513, 1515, 1517, 1519, 1520, 1522, 1523, 1524, 1525, 1526, 1530, 1531, 1534, 1535, 1537, 1538, 1539, 1540, 1541, 1543, 1544, 1546, 1548, 1549, 1602, 1603, 1604, 1605, 1606, 2063, 2798, 2876, 1974, 1977, 1990, 1993, and 2780. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. RETURN OF BID DEPOSIT ON Commissioner Moore moved the certified checks accompanying the bids of Hannaford BONDS and Talbot Inc. on the Bonds on Assessment Districts Nos.100-3, 100-7, 200-1, 200-2 Assessment Districts Nos. 200-3 be returned by reason of the fact the bonding attorneys failed to give 100-3, 100-7, 200-1, 200-2 an approving opinion as was required by the bids submitted. and 200-3 Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. PROPERTY LINES- 10th Street Commissioner Peccole moved that no action be taken at the present time on the Between Ogden & Stewart matter of the property lines on the Westside of 10th Street between Ogden and Stewart. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none.
