In view of the pederal regulation which operates to lim it the loading to 98^ of f a l l capacity* and in view of the recent amendment to your t a r if f providing fo r the assessment of the rate on that basis, it is suggested that application be file d -b y us with the Interstate Commerce Commies ion, as to shipments in terstate, and with the State Commission -in respect to those in tra -sta te , fo r leave to make reparation down to this basis.
