Mr. Knickerbocker: Replying to your letter of December 31st upon the above subject, your file 110.1 , and returning herewith Mr. Armstrong's letter of December 23rd to you, his file 9228-2: This subject was taken up with the Water Department and, while we find there is no written rule on the subject, it has always been the practice of the Water Department to install meters only for a frontage land-owner. For example, in the case of a flat, apartment house or court owned by one person, the City will install but one meter to serve the entire property. This does not prevent the land-owner, however, installing his own meters should the land-owner wish to meter the service t> tenants. It will probably be a very difficult thing to force the City to change its practices in this regard. It is also the practice of the City to give water connection only to the property line. The City doesnot go beyond the property line or the place of installation of the meter. I realize that the situation is bothersome, but the only practical m y of handling would seem to be to charge each tenant a determined flat rate, or to install our own meters to determine the amount of water each tenant uses.
