Commissioners Bunker and Fountain, committee for recommendation on the proposed ordinance on Collection Agencies, requested additional time before reporting. An ordinance entitled: AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, ENLARGEMENT, ALTERATION, REPAIR, MOVING, REMOVAL, CONVERSION, DEMOLITION, OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA AND MAINTENANCE OF BUILDINGS IN THE CITY OF LAS VEGAS, NEVADA; PROVIDING FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFORE; PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ORDINAN- CES NUMBERS 130,166,188,284, 303,421, 526, AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH, having been reported on favorably by Commissioners Sharp and Whipple, was read in full to the Board. Commissioner Whipple moved the above entitled ordinance No. 676 be adopted. Commissioners Fountain and Sharp reported favorably on the adoption of the 1955 Plumbing Code, with the following corrections: Section 2.5 - Change the membership on the Board of Plumbers Examiners from two to one member from the Las Vegas Valley Water District, and one member a registered mechanical engineer in the State of Nevada. Section 1004- Change so that galvanized, wrought iron and steel water pipes may be permitted under concrete slabs if properly treated. Section 1103 - Deleted. Thereafter Commissioner Sharp moved the Clerk be authorized to publish notice that the 1955 Edition of the Plumbing Code is on file and ready for adoption. An ordinance entitled: AN ORDINANCE ENTITLED "AN ORDINANCE TO AMEND SECTION 4 OF ORDINANCE NO. 364, AS AMENDED BY SECTION 2 OF ORDINANCE NO. 379, ALSO KNOWN AS SECTION 5, CHAPTER 29 OF THE LAS VEGAS CITY CODE, PROVIDING FOR ANNUAL BILLING FOR SEWER CHARGES, PAYMENT FEE REQUISITE TO ISSUING OF LICENSE; DECLARING CHARGES TO BE A LIEN; AND OTHER MATTERS PROPERLY RELATED THERETO, was read by title and referred to Commissioners Bunker and Sharp for recommendation. City Attorney Howard W.Cannon requested permission to employ John Spann,City Attorney for Sparks, Nevada, as his assistant, effective November 15, 1955. Mr.Cannon explained that Mr. Spann had agreed to work for the City no less than one year. Commissioner Sharp moved that John Spann be employed as Assistant City Attorney, effective November 15, 1955.
