HALSTED; por convenience I am enclosing you my entire file with reference to the adjustment of our account with the Santa Fe to cover water supply at San Bernardino: You, will observe that I have exchanged a number of letters with Mr. Hibbard hoping to secure his agreement to adjust upon proximately the basis which Mr. Perkins* investigation seems to indicate we are entitled to obtain, but Santa Fe people seem to maintain that when Mr. Hutt agreed to a basis for charges in 1917 and early in 1918, we estopped ourselves from maintaining a claim for adjustment, prior to that time on the basis for which we are now contending. The Santa Fe seer^Vnclined to meet us in conference, and I presume that our sole remedy now is arbitration. I would like you to review the file and advise me whether you feel we are justified in demanding arbitration of the disputed item.
