Bertolacci There is attached hereto a draft of ay report on the shore subject. This is submitted in accordance with the understand­ing reached when Mr. Hulsiser was out here, that a draft would he aade available to management for consent and sug­gestions before typing in final fora. Some parts of the draft are in rather rough fora but it is not believed necessary to retype until suggestions are available. A fairly high increase in rates is suggested, about $BO,GOG or 3?.jM>* This picks a somewhat middle course and makes possible adjustments by those in authority. Much tine could be spent on the rates theaselvea. It is ay view that as long as flat rates are the only means available, especially for commercial services, there will always be irregularities, discriminatory practices and unreasonable differences between rates as applied to different users of the service. In some matters, such as rate of return, no attempt was made to support the 6i£ selected, That can be done at the hearing. I think when the report is put in final form,with covers, its appearance will be greatly improved. It is planned to discontinue Mr. Bertolaeci*s services as of June 15th unless other instructions are received. I trust you will find the report reasonably well to your liking and that it will be satisfactory for your purpose.
