    Those voting aye: Commissioner Bunker Commissioner Peccole Commissioner Whipple Mayor Cragin Absent: Commissioner Moore Those voting nay: None All members of the Board of Commissioners having voted in favor of said motion, the Mayor declared said motion carried and the rules suspended. Commissioner Peccole then moved that said resolution be now placed upon its final passage and adopted. The question being upon the passage and adoption of said resolution, the roll was called with the following result: Those voting aye: Commissioner Bunker Commissioner Peccole Commissioner Whipple Mayor Cragin Absent: Commissioner Moore Those voting nay: None The Mayor thereupon declared that all the Commissioners present having voted in favor thereof, said motion was carried and the said resolution duly passed and adopted, AUCTION PERMIT Commissioner Peccole moved the application of Ira Goldring to hold an auction at the Builder's Mill and Supply, 1622 South "A" Street on April 16, 1951 be granted. Motion seconded by Commissioner Bunler and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore, EMERGENCY ORDINANCE Commissioner Peccole introduced and moved the adoption of the following NO. 456 emergency ordinance, which was thereupon read in full, and at length, and is as follows: AN EMERGENCY ORDINANCE RATIFYING, APPROVING AND CONFIRMING ACTION DIRECTED TOWARD THE IMPROVEMENT OF CERTAIN STREETS AND PARTS THEREOF, THE CREATION OF STREET IMPROVEMENT ASSESSMENT DISTRICT NO, 100-2, AND THE ISSUANCE OF IMPROVEMENT BONDS; PROVIDING FOR THE ISSUANCE OF SAID BONDS; PRESCRIBING DETAILS IN CONNECTION THEREWITH AND OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY, Commissioner Bunker then seconded the motion to adopt the foregoing ordinance. The question being the adoption of said ordinance, the roll was called with the following result: Those voting "Aye": Commissioner Bunker Commissioner Peccole Commissioner Whipple Mayor Cragin Those voting "Nay": None Absent: Commissioner Moore Thereupon, the presiding officer declared said motion carried and the ordinance duly passed and adopted. It was then moved by Commissioner Peccole and seconded by Commissioner Bunker, that all rules of this Board which might prevent, unless suspended, the final passage and adoption of this ordinance at this meeting be, and the same are hereby, suspended for he purpose of permitting the final passage and adoption of said emergency ordinance at this meeting. The question being upon the adoption of said motion and the suspension of the rules, the roll was called with the following result: Those voting "Aye": Commissioner Bunker Commissioner Peccole Commissioner Whipple Mayor Cragin Those voting "Nay": None Absent: Commissioner Moore The presiding officer declared said motion carried and the rules suspended. Commissioner Peccole then moved that said ordinance heretofore introduced and read in full at this meeting be now placed upon its passage. Commissioner Bunker seconded the motion, and the question being upon the placing of said ordinance upon its passage, the roll was called with the following result:
