Hr. S. 1. Bennetts Las Vegas - Kay 19, 19^9 ¥ 23-1-24 ( 03 - Mr. Kk* lUanhardt) Jlefemng to ray latter October 29, 1948, regarding proposed extension of water using la Obarleaton Square Tract # 2 at an estimated cost of #9300*00? In line therewith an agreement was drawn In LB 2129 with Reuben Speektor who proposed to construct 4f houses la the territory referred to. Hr. Speektor called at the office today and Inquired whether the contract could be divided into two parte, one to cover the 20 houses to be constructed on either side of Parle Paste and the other for the remaining 27 houses to be constructed in the extreme south portion of the tract facing on dhspman Prlve and South 17th Street* 1 m reluctant to ask our officers to revise a contract when It has once been drawn, and In addition it, of course, increases the overall cost of the pipeline installation, and I so advised Mr. Speoktor. He then offered to advance the estimated cost, #9300.00, bait is somewhat skeptical of the demand for future building In Las Vegas and asked if there was any way under the existing agreement is LB 2129 that he could avoid the lose of revenue for a period of one year providing he did not complete the remaining 27 houses for that period of time# Hy understanding o f the rule 9-A agreements Is that the ten year refund period starts from the date of completion of the water sains, regardless of when the houses are constructed. Will appreciate your opinion* JU M. Folger
