Jose Serrano Ranking Minority Member House Appropriations Subcommittee on Commerce, Justice, State, and Judiciary 1016 Longworth House Office Building Washington, D.C. 20515-0001 Dear Congressman Serrano, I am requesting your support for an $800,000 COPS More or Technology grant in the FY2002 Department of Justice Appropriations Bill for emergency operations infrastructure in the City of Henderson. The City of Henderson wants to develop a second emergency operation center (EOC) in its Green Valley Substation. This Substation was built with space for an EOC, but the EOC was not developed due to lack of funds. The geography of the City lends to a critical need to equip a second EOC. Interstate 515 creates a physical boundary between the City's east and west sides. A second EOC ensures full access to appropriate emergency infrastructure to respond to events regardless of any barriers to accessing the east or west sides. Additionally a second EOC is also a critical need in the event that the primary EOC is disabled during an emergency such as a bomb or chemical threat or a major civil disturbance.
