Los Angeles, November 5* 1952 80-11 Hr. W. R. Johnson: ccs Mr, William Reinhardt In line with our telephone conversation I enclose copy of new bid from the Wat^r District. You will recall that in the old bid, copy of which 1 believe you have, there was Included the following paragraph: wThe cost of all improvements made by you subsequent to September 1, 1952, up to the date of consummation of the sale will be added to the amount of the purchase price. " I draw your attention to the last part of subdivision (d) of the enclosed bid: "and all additions and betterments being constructed, and those for the construction of which contracts have been executed prior to September 1st, 1952.” You will recall that in your J-143 of September 5th to Mr. Reinhardt and me, you furnished certain financial data with respect to improvements under way. Will you please advise by wire what effect the new language In the new bid will have upon our financial negotiations, different from those in your wire which were based upon the language of the original bid above quoted?
