December 26, 1951 There is another point which the City might bring up, which it has talked about in the past, and that is our failure to build up the Water Company, both the distribution and the production facilities, to keep up with the growth of the City. I think Mr. Johnson has the fig ures to show the expenditures made along this line since 1940 and I believe such data should be prepared for possible introduction in case the City raises that issue.
